The 2016 Summer Olympics was the first Olympic Games held in South America, the first to be held in a Portuguese-speaking country, the first summer edition to be held entirely in the host country’s winter season, the first since 1968 to be held in Latin America, and the first since 2000 to be held in the Southern Hemisphere. However, the lead-up to the Rio Games was marked by a number of controversies, including: Brazil’s political and economic crisis; the Zika virus epidemic; and a hundreds of residents fighting to save their homes from forced eviction for the 2016 event. The presentation will investigate denunciations on the construction works for the games and a worsening housing crisis over Rio’s most vulnerable inhabitants. Housing advocacy groups highlighted that the local government used Olympics to justify forced evictions and segregation in Rio de Janeiro. This prompted violent clashes as police officers utilized tear gas, rubber bullets and batons when residents resisted to move. Clashes ensued, with squatters retaliating against officers by allegedly throwing rocks. The city’s needy families and housing advocates called for the government to provide adequate accommodations within their community, rather than in marginal and sometimes dangerous neighborhoods. The insecurity and lack of services in those areas were common complaints. Rather than spread a more positive message about Brazil, the 2016 Summer Olympics was raised over the dark side of Brazilian society without leaving to the poor most of the promised legacy from the games.

Felipe Francisco De Souza (Ph.D. in urban engineering from the University of Tokyo and consultant for the Japan International Cooperation Agency)
Felipe Francisco De Souza (Ph.D.) is a researcher of the Department of Urban Engineering at the University of Tokyo. He worked as a consultant for the UN-Habitat on metropolitan governance and regional planning, and as a consultant for the South Korean International Urban Training Center and the World Bank on land development and plus-value capture practices, among other consultancies. He is the author of books on the previously mentioned themes, including the latest “Land Readjustment: Solving Urban Problems Through Innovative Approach” (ed. 2018 with Takeo Ochi and Akio Hosono). Nowadays, he works as a consultant for the Japan International Cooperation Agency (JICA) on transportation and land use planning for the BRT implementation in Santa Cruz De La Sierra, Bolivia.
